Consent based social security number verification (CBSV) is the optimal system for validating personal identifiers (PII). It is a fee-based service implemented by the Social Security Administration (SSA). This tool is FCRA valid and compliant.
CBSV delivers real-time validation of an applicant’s Name, SSN, DOB matched exactly to the Social Security Administration. It also compares SSN to the Master File and Death Index in the event the SSN was already issued and the original recipient is now deceased.
CBSV is deemed to be an essential part of the employment screening procedure when used in combination with the SSN Address History Trace.
This system will simply respond with a “Yes” or “No” verification code that the user’s input is valid. CBSV does not verify the identity of the person holding the card. In other words, it will verify that the SSN card presented validly belongs to the name, social security number, and date of birth input. It will not provide an applicant’s address history much like the SSN Trace used for locating aliases and address history in order to provide counties or states of residence for criminal search history

How to order CBSV
- Enter applicant’s info as you normally would in your BCS screening portal
- Select CBSV from dropdown menu
- Have employment applicant complete and sign SSA-89 Rev April 2023 form
- Do NOT change “Company” or “Agent” pre-filled information
- Upload the applicant’s signed and completed SSA-89 form. Click “Save” after upload. See the image below.
The Freedom of Information Act (FOIA), the Privacy Act at 5 U.S.C. § 552a (b), section 1106 of the Social Security Act, codified at 42 U.S.C. § 1306, and SSA regulation at 20 C.F.R. § 401.100 provide legal authority for disclosure of SSN verifications from SSA records.
